They didn't forget, they're purposefully being cheap. As cheap as they were when they excluded Street Fighter V's campaign mode at launch. Or making the roster start so small. Or making newer versions of their fighting games to begin with. This is just them sinking to a new low in an already existent trend.

Maybe Capcom sucks in general nowadays.
