Just like Hancock has 2 sisters, Rouge had 1 younger sister and 1 younger brother. Dragon marries rouge's younger sister and gives birth to luffy. Rouge sisters were also slaves of Tenryobitu and after the govt. came to know that they were slaves, were hunted down by govt. and killed (or) luffy's mother is still alive and is working as a slave under one of the tenryobitu. Dragon was enraged by this and decided that he will dethrone world govt. and became a revolutionary. Here is the best part: The younger brother I was talking about is none other than.....wait-for-it.......Portgas D. Shanks!!
Aaah.......What a peaceful ending to a slice-of-life tale!

Yeah, I remember that, but I think Oda made a little "genetic" mistake by saying she isn't beautiful. Luffy doesn't look like Dragon very much, so one would think he has inherited much of his appearance from his mother. That would probably make her somewhat look like Nami or maybe even Hancock and they aren't exactly considered "no way beautiful".

I still hope it's Hancock for my own twisted entertainment. She's already inspired by Medusa from greek mythology, why not throw in some King Oedipus in the mix? I would laugh for days. In theory it wouldn't even be too illogical, looking at ages, backstories and stuff.

Hmm, you've got a point. If you compare Luffy's nose, eyes and the general shape of his face with those of Dragon, they don't look very much alike. So Luffy probably inherited those features from his mother. But Oda stated, that by the time she makes her appearance, she'll be middleaged. Maybe she was beautiful in her youth, but has grown less attractive over time.
When Oda talks about beauty, he might be talking about the general appearance, the charisma of the character aswell. Look at Hancock, most people in the OP-verse think she's the most beautiful person, because she acts dignified and unnapproachable. Her actual looks don't surpass those of Robin, Nami, Vivi and Alvida IMO.
Maybe Luffy's mom will have a certain beauty, but trashtalks, smokes, has a terrible hairdo, punches Luffy for misbehaving and generally acts like a pain.
Even if she looks great, you wouldn't dare to call her beautiful.
