Roger is a bastard who manipulated Shanks, Buggy and Company when he was still "Alive", then, instead of dying as the Greatest Pirate, he could have ordered someone who ate the Devil Fruit of Bon Clay to be executed in his place. Then, as everyone tought he was dead, he hid on Raftel and crushed anyone who dared to get close to the place where he is currently plotting to overthrow the "Balance" with the power of "One Piece", that for all that we know, could be the key to activate or find the Ultimate Weapons...

I'm just assuming that this could be such a Shock in an Oda-Way. I mean, in monster, the so called Greatest swordman of the world was nothing but a mere thief, so who knows, so far we have seen the abilities of the D to disguise their true intentions, so it's kinda possible that Roger was a mix of BB and Luffy, a dangerous one in my oppinion.
