Enel as a Shichibukai is an impossibility. He's not a pirate. There's a reason Oda put him in the clouds and in Luffy's path: on land he would unstoppable. He would not be content with just working for the government - the guy considers himself a god, after all. Enel would never be somebody's lapdog. (Though I am curious as to why we've only seen Wapol in the current cover-story, of all villains ... If we don't see Magellan I'm going to assume Oda's hiding him for a surprise. Aokiji's replacement? It'd make sense. So maybe Enel is back on Earth and doing something of interest - that remains to be seen.)

Agreed, Enel has too much of an ego to work under anyone. Donflamingo is egotistical and crazy as well but he doesn't seem to mind working for the very high ups in the WG.
If Foxy ever learns how to use his DF properly he does have one of the most OP fruits out there, and may be a Shichibukai level. But I don't think they need two comic relief characters as Shichibukai if Buggy is one too.
It is a possibility, it depends on when he joined Roger's crew. It makes me wonder too if he actually knows the 'true history' as well.

That's just weird.
Maybe he was traumatized in the new world and lost all his memories about it? It was stated that Gol D. Roger AND his crew reached Raftel so one would think Buggy would be much more knowledgeable about that stuff. Weird stuff yup.
Buggy was on Roger's crew during that last 2-year voyage around the world, so he probably knows the true history (if the whole crew did) and went to Skypia.
The fact that he's not interested in going to Raftel again just means that there's not any treasure with high monetary value.
Maybe the WG executed him instead of making him a shichibukai since he might have known true history :/

If there was something that valuable, Buggy would've probably expressed some regret for not being able to go get it.
Actually, Buggy's one of the few people who could get it. He probably knows the secret way to actually getting there.
With Law in the ranks, and Buggy probably getting in as well (still to be confirmed) we still have a seat or two left( if Kuma is treated as an asset instead now). So I'll be going on a tangent with various characters who I think could give us interesting plot points.
From all the pirates met so far, Gin comes into my mind as someone who's still pending to fulfill his promise of meeting the sh in the GL.If he actually gets to the point of becoming a senchou in the New World or even a shishibukai I would love to see his interaction with the crew. Specially with Sanji to who he feels grateful.
From the rest of the supernova I like Capone the best to fill the other rank if its possible. Most people don't see him as that impressive, but after seeing what Law can do after two years, I cannot stop myself thinking about Capone's df. In shorts he's got a short AOE veil around himself from which everything that enters his territory shrinks. Granted it doesn't look that impresive but lets say u try to punch him... your fist is getting closer (and smaller)see my point? if he can control the range of that ability he would also become a tough competition.
I wouldn't mind if a giant or another humanoid takes over the last seat. But I can't think of anyone who would fit nicely.

Kuma is still a Shichi. The possibility of him being stripped of his rank was never discussed, so there's no reason to believe it.
The Shichibukai exist solely to balance the World Powers. They're more of a necessary evil than true allies. If the Marines were strong enough to counter the Yonko, the Shichibukai wouldn't be needed by the WG. Kuma is going to keep his title if only because the WG can't bother having too many unloyal criminals working for them.

I'm going to posit Bonney.
She was "captured" by the WG, but that would mean, we wouldn't meet her again unless the Straw Hats ventured back to Impel Down. And I don't think that's gonna happen. Moreover, we see Bonney on the Supernova color spread, and she looks okay. We know that the color spread doesn't exclude Shichi, because Law is on it. Maybe the WG recognized her odd powers as an asset (example: eternal life for Vegapunk), and fed her so much good food, that she eventually agreed to be a Shichibukai. You may say, "We already have a Supernova in the Shichibukai!", but Bonney's presence would actually diversify matters, as there would be two female Shichi.
This is my guess as well.
Add in the fact that she's got a vendetta quest in the New World (http://www.mangahere.com/manga/one_p...58/c581/6.html) and I can see her joining forces to get a chance at, I assume, Blackbeard.
