Awww. I go overlooked once again.

edit:
Completed. I also edited out all the black lines at the top, bottom, and corrected some other parts of the image. Note that some areas still look weird, and ironically were not parts I edited, drew, or attempted to correct. Rather, those areas were just poorly drawn/scanned areas.

Yes, well...thanks!! I enjoy playing with Photoshop...makes up for my lack of skill in drawing. (I always wanted to draw). But Oda drew it, so he should get the praise! =)

edit: I made a few mistakes in the image correcting. If anyone notices I will fix them...otherwise I think they are small enough to overlook.
