You know how we knew 'filler' was coming?

The 'filler' is part of the movie! There are going to be 4 weeks of OP episodes dedicated to telling the story of how the crew comes about meeting Shiki. Whether he'll actually appear in them or not is a whole other story but they are filler episodes aimed at, instead of random events, adding to the story of the film.

Furthermore, it goes on to describe the events of the episodes.

On the GL, a gigantic fire-breathing horned beetle swoops down on Sunny. he crew retreats at first but Luffy is enamored with the giant beetle's strength and wants to make it part of the crew so they chase after it. On following it they find themselves at an island inhabited by immigrants from East Blue (probably 'Little East Blue'). They meet a young girl Yohko who can somehow communicate with the beetle. There they clash with the 'Largo Brothers', leaders of the Amigo Pirate Crew. Behind this chain of events is the only pirate to escape Impel Down, Shiki.

Oh, and the character Kitajima has been revealed to be a Fishman pirate and perhaps the fastest Fishman swimmer.

So like, this makes the movie an hour longer than it should be and there's a high chance that Mr. Oda wrote these episodes!?! Has there ever been any series in HISTORY where so much was done to mark the tenth year anniversary!?!

I wouldn't go that far just yet. We'll see. They may just have been based on ideas he presented. We'll find out.

What this means is, the film (still) has no confirmed relation to canon material. Consider these episodes no different from the Edo series of episodes that appear from time to time. At a later time, sure, if Oda wants to he might say when they do (or don't) take place but at this time they're really just some backstory for the film that ULTIMATELY serve as a 90 minute advertisement for it, but also provide some neat tie-ins.
