I think it all boils down to "there is no safe stance" though. Just remember to not hold back, just because it's controversial doesn't mean you should hold back at all.
Or you can go looking back in time for older topics sure to be original. I mean, there's only about 10 or so large controversial topics out there right now.
There's always the option to go back and write a report like "Why Hitler was a Genius" and pointing out how he pulled a country out of ruins. Just an example, not really a suggestion. Many topics that were controversial 20 or more years ago have pretty much all blown over, but many will still be willing to debate their stance on it, but it's reather pointless since it hasn't affected our lives for years now.
So it comes down to that choice. Go with the ones Anbu listed, or you can go back looking for a less recent event. Maybe that's not possible, I don't have the exact rules of the report. Are you supposed to be original? Or is it about picking a topic currently going on in our world? Are you supposed to approach it as if it were controversial and examine the whole issue, or take a stance and proclaim what you think is up with it?
All it says that it has to be origional and controversail, plus i have to know alot about the topic to give a speech about it

Yeah, censorship is kind of a no-brainer. It's also hard to do a speech on though, so I wouldn't use it. I had to do a speech on Censorship last year and it was brutal.
How about the PRO-censorship stance?
Maintaining order is preferrable at the cost of some freedom.
Maybe religion? I'm an atheist, and so I find it controversial, what with all the Westboro Baptist people spouting that God Hates Fags (just as ONE example).

Atheism is just as controversial as religion.
Its not just about how they censor because it seems "questionabe" to be aired on tv, raido, and books, (remember still in research) but also the religious and govenment role in it, I would have done it on religion, but someone in the class got "offended" so we have to reframe from using it as the main topic, if that made much sense.

"One Piece VS Naruto" is the most controversial topic i've ever heard about.
More so than "Pirates vs. Ninjas"? One Piece vs. Naruto isn't the same thing cause Naruto don't have any ninjas.
