What everyone is suggesting is that:

Arlong Case
Arlong jumps into the water because Nami tricked him into agreeing to an underwater fight. Nami, without jumping into the water herself of course, shocks the entire body of water that Arlong is in.

Water + Electricity = Bath Tub + Plugged In Toaster

Arlong would be fried.

And before you mention Absolom.

Absolom Case
Simple electricity to the chest. Nami can't do THAT much with that.

With Arlong, he's trapped in electric liquid that she can continuously eletricute til he completely fries.



This is why majority of fish enemies in video games are weak against Lightning spells.
