    Funny Valentine negotiated with this alternative version of Dio to take the corpse of Johnny Joestar, and sent him to this universe. This explains the fact that why he is in this universe and how he know about the corpse.
    Valentine found a universe where Dio was still alive and told him to continue his quest to control the fate/happiness of America using the corpse should he fail.

    This answers my question about the ranking.
    And by some reason, a type of dimension with some characteristics of the old universe exists and Dio came from there, this is one explanation for his comeback, I think.

    Dirty Deeds's dimension hopping powers start with dimensions closest to the dimension it was first used in.

    Using it many times results in finding similar dimensions with different details.

    Hell, Funny could've stumbled upon a dimension where Enrico didn't activate Stairway to Heaven.

    Ah, now I understand, I thought Valentine only used dimensions that are the exact reflexion of the original one.
