I actually forgot about this until now, but you reminded me of it, the fact Nicktoons has the rights for making an Ape Escape series of shorts and the fact that the shorts you mentioned are online, but that's only one property which has stemmed from showing short CGI clips to making an american animated series.
Here's some stuff about the series they're making anyways. It turns out the shorts actually premired in the English form at some Film Festival held by Nicktoons, and the festival itself was created by the same group making the new Ape Escape series. So yeah, somewhat intresting but does not apply so much to the situation.
THe fact here is they are not airing these for the fact it's anime, or the fact for an action advenutre series. They got something and decided to use what they could while they were making their own stuff. One piece isn't something you would get to only have the rights to use the name and character and story and then remake the entire series yourself, nor is it the type of thing that's being made in shorts for comedic purposes.
Also, the rumour you speak of was started by one post here. Also, the poster has been banned. And it seems unlikely that they would try to start the showing of an anime series with one that has such a troubled past in America. I would say that they would try for something that seems more likely to succeed here.

YEs, if it did somehow end up on Nicktoones there would probably be more freedom, but only to an extent. If it got as much leeway as Avatar has seems to have gotten there would probably still be no blood and not many imatateable actions, but they may allow some refrences to death, if not directly stated as so. Any sort of religious refrences would obviously be cut and so would any type of swearing. The cuts would probably be worse on Disney. It's just the odd thing with Cartoon Network's airing, in some episodes they seemed to have left in less extremem swears, such as crap, that are still usually not allowed normally in the block. (Movies always seem to be the exception.)
