I think the guy is speaking about Haki. I don't know if Haki is connected with one's willpower or not, but I know for sure that it can play a significant role in defeating Logia users.
Well, sorry for my first response to you. I think I'm getting your point now. You're trying to say that Enel's electricity may not be totally negated or disabled by Luffy's rubber. I can't recall the episodes I watched so I'll have no opinion for the mean time. But even if you're correct, if there are some electricity leaking out of Enel when Luffy touches him, Luffy would still be immune to that. So it doesn't matter whether there's some left leaking out or there's none.
