I'm not fully convinced either way. A conqueror is both strong-willed and intimidating. However, bearing weapons doesn't show strong will, but it may be intimidating. Oda needs to show us the feelings that go along with these special abilities.
Then again Kiai is a yell before punching in Karate training. Okay, that cements Busoushoku as analogous to Kiai.
That "strong will" translation is a bit deceptive.
Well, We are still a bit in the dark about King's Disposition. We don't know it's full effects, only that it is born in a select few people, is used by pure strong willpower and that it can knock people out. I don't know if that's just it, so I think there might be a bit more with it.
And it would be an interesting piece for the story. Maybe at the end of an arc when fighting the final baddy(Maybe Fishman Island arc) and the SH's are tired out, and Luffy accidentally uses King's Disposition, and knocks out his weakened friends putting them in danger.
The only reason Oda had him mention the side effect of kings haki is either so Luffy won't use it for a while or so he can master it as soon as possible.
Rayleigh's words were cryptic, but at this point I'm pretty doubtful. So far (covering my bases so I don't look like a jackass in the future) it has been about strength of will and not body. So I can't see it having more of an effect because someone is physically exhausted. The other crew members should be fine as long as they're as least as resolute as Buggy.

I wonder what would happen if a DF user was able to put on a full suit of armor haki, and they jumped in the ocean.

I'm sure Kidd and/or Law will develop King's Haki.
