Replace deity with any position of status or power and you get a very generic villain type.
Besides, Roger Zelazny's religion-based characters and stories dwarf Enel easily.

That's just painting a character. Look at Naruto's villains. You can say for Sasuka that "Normal villains don't burn everything with a black flame that comes from their eyes" but that doesn't make him any less generic. I know you're the artsy-fartsy type and all, but if you're going to write off Enel's truckload of quirks and unique methods and motives so you can write him off as generic, then I can only weep for you.

And just to add the icing to the cake, he's a villain who gets a happy ending, after goofing around on the moon, fucking up space pirates just for crashing his ride, and becoming lord of a lunar kingdom of tiny, cutesy androids who love him and depend on him for survival.

That's exactly the generic behavior I mentioned. It's the same exact attitude in 90% of "I'm better than you" villains to give themselves such limitations to make the opponents feel worthless. Some let characters take a free shot or two, some just decide to do nothing. Then they still win, displaying the gap in power

In his defense: part of what makes him so interesting was how his actions and perception of himself, others and even the land was filtered through his psychosis. He was a villain who didn't see himself as a villain. So much of the horrible shit he did was because he thought he was fulfilling a duty. Making the world a better place.
The point of the survival game wasn't "ha ha I'm so powerful, I'm going to toy around with human lives", that was just a bonus. But the purpose of that event was that he wanted to collect worthy people for his holy land. And he was genuinely baffled when his invitation was rejected.
