Well, think about Boa Hancock. Being an shichibukai doesn't mean you are under the WG. It is a treaty. They just co-operate.

Iva has Luffy, crab-chan around him, and himself being a leader of Revolution Army, yet he is still afraid of Crocodile.
And he is not controlling Croco-boy, anyway. He just make sure that he will be safe from him.
