This series is Avatar steam punk. Lightning bending was rare in Aang's time because it was a mystical time. Korra's time is an age of science and progress, where things that were once rare are common place. It just needed a few years for people to actually grasp the concept and flourish the art.
Before Zuko came in, the royal family of the Fire Nation probably did their best to limit the number of people who were taught how to use lightning; at the very least, it would cut down on attempted coups if the most likely candidates knew that their intended victims could hurl lightning bolts at them.
