For the de facto capitol of the world, Republic City's got a tiny ass city council

"All in favor of this transparently unjust law I pulled out of my ass two seconds ago?"

    *3 hands*

    "It's decided!"

--- Update From New Post Merge ---

I mean, not even any deliberation? Really?

Well they just handle Republic City, not the entire United Republic.

Pfft, their hands would be in the air regardless by the end.

It was given one of those 3 second shots in the first episode so that you would notice it, but yeah it is awesome~

Well we can see how high Mako's skills are in firebending since he can use lightning. unless it's more common to have it now.

I'm starting to think Tarrlok is that guy Tensen mentioned that Ang stopped like 40 years prior

It is certainly common. The city's powerplant(s) is run by firebenders that bend lightning afterall.

This series is Avatar steam punk. Lightning bending was rare in Aang's time because it was a mystical time. Korra's time is an age of science and progress, where things that were once rare are common place. It just needed a few years for people to actually grasp the concept and flourish the art.

Before Zuko came in, the royal family of the Fire Nation probably did their best to limit the number of people who were taught how to use lightning; at the very least, it would cut down on attempted coups if the most likely candidates knew that their intended victims could hurl lightning bolts at them.
