Not really. Some troll made a post about Arlong joining, which spurned the more sensible topic of whether he even can be redeemed or not.

I don't even thing Arlong will reappear outside of a flashback. Maybe Kuroobi and Chew, but certainly not Arlong.

The boss thing happened already in Impel Down. Greg said partner, and I'm pretty sure he didn't mean crewmate, or even Nakama.

Ussop being "weakest": Oda was talking about Usopp's courage, meaning the strength of his "heart" or "spirit". Considering that he's more "negative" than Perona's Negative Ghosts, no doubt about it. However, Chopper does come at a close second. Nami is unquestionably stronger in spirit.

Flying DF's: Flying becomes a problem to sailing when the DF user can just fly from island to island. There's only one DF user who is shown to fly constantly: Shiki with the Fuwa Fuwa no Mi. Not even bird DF users have flown from island to island. However, considering that Ao Kiji Kuzan can just ride a bike across the seas from island to island, and Silvers Rayleigh can simply SWIM across, of all places, the CALM BELT, they don't really need ships either.
