At this point in the story, with things as they are now, I have to admit Usopp is doing better than Sanji in terms of being a cool character. On the other hand, Sanji has always been in my top 3 favourites (Usopp hasn't). And, Usopp has already won a Tournament.

However, for this Tournament, I don't think a Straw Hat will win anyways. And I will fully support Sanji next year, if by then he has gotten his old cool back, which I'm fully confident in.

Long story short
I'll vote Usopp.

How has Sanji actually developed since he was first introduced again? What a few minor things here and there.

Ussop went from being a coward to a very respectable pirate to wanting to become the king of something he's good at.

You actually see development in Ussop. You shouldn't like characters based on there powerlevels.

I agree except for the last sentence. You think people like Rufi and Zolee for the same reason then? Because these three have all had consistent characters from the start. He's possibly the strawhat with the least character growth so far but people who like Sanji dn't like him simply for his strength dn't oversimplify it.
