CP9 have Lucci. He's even below the Ace-Vivi level. It's as bad as it gets.

Fake Hats are fun, but they are nothing more than a gag gone large.

And Baroque Works are classy. They are fun, they know how to have fun and even an orchestrated coup d'etat feels like a holiday with them.

I never had a problem with CP9 or the Enies Lobby Arc. The only person I hated was Spandam, but you were supposed to hate him.

BW is the way to go though.
