Well I guess one could argueably label that as "progress", but in all seriousness given the circumstances Kratos maneuvered himself into during 99% of the game it's just not possible to have him not change somewhat at the end. He destroyed literally everything the GoW world consisted of there was no point anymore to being angry.
So I can't really see such a circumstantial change as character progress. For me character progress is something that happens over a long period of time and not in 1 moment due outside factors. But yeah if people really wanted to make a case for his ever growing character just say he grows more powerful. That's progress I guess...
I still think he is one of the most boring characters ever, his only + point being the somewhat comical nature of his neverchanging anger state portrayed so seriously.
I also believe if GoW continues Kratos story he will still be the all destroying angry douchebag we know.
I still hope for a new reboot, if they wanted they could go somewhat assassins creed with the franchise.
Different times, different god of wars (egypt, hindu, shinto, nordic etc etc).

Back in February Sony licensed the term "From Ashes"
I read once that David Jaffe's original idea for the series was for Kratos to move on and go after the Norse Gods, which would be fun. Norse mythology has a lot of weird creatures designed for set-piece battles.
On the other hand, I find Kratos to be one of the most tedious characters in video games. Not sure if I'd be interested in this unless they make a legitimate effort at storytelling in the next one.
I'd be interested if it had a different main character, and one of the tasks would be for that main character to take down Kratos.
Why, so he can climb out of Hades again? Kratos makes escaping from hell look so easy it's a wonder that all the other characters stay dead.
He's done it thrice!
But none of the other characters are as badass as, or have the unstoppable drive like, Kratos.
Didn't he already get his revenge?

No, Athena died at the end of God of War 2. Apollo, Artemis, Demeter, Dionysus, and Hestia (lol Hestia) should still be around, though. Plus several less-important demigods and heroes - most notable hero left alive is Odysseus, and there is one Gorgon left to kill.
But I'm with most of the other people here. I would rather they introduce a new main character and/or a new plot framework. Bottom line: make sure this game has a reason to exist.
Also change the gameplay up. The GoW system has become archaic.
