Maybe because the story has been leading up to that very conflict?
Smoker and Law duke it out towards the beginning of the arc. At this point, they are "enemies", and Smoker makes it abundantly clear that he will "never trust Law". Later on, Law is defeated by the mysterious figure Vergo. What's this? Vergo is a character from Law's dark past, and he's also Smoker's superior. Except he's not really a marine, he's actually working for the bad guys. Now, both Smoker and Law have a reason to fight Vergo in a battle that would have emotional weight, and if we consider that they are "enemies" who "do not trust each other"...
