No one says otherwise. Actually the user of this fruit needs to be very good in some fighting style to beat'up the other guy. But if you notice the strongest villans in OP (almost) allways have a fruit power.
If luffy could get a crew mate with this power, then the stawhats would be invencible, the "guy-with-this-fruit-power-we-are-talking-about" just needed to take the enemy power and then the others would just finish him up (the enemy, not the guy-with-this-fruit-power-we-are-talking-about).
