Naw, from the way I understand it, he has to do the damage to himself or the area around him and then it will hit his opponent. Though Hawkins, on the other hand can turn random people into bodies prior to a battle and then use them like extra lives in a nes game. Keep in mind, Oda hasnt explained how the voodoo forms affects his attack power though, I thought it was just to use those nails to make new bodies, but how would that hurt Kizaru.
This fruit seems more focused on offense with little to no defense, maybe even negative defense when he hits himself. So yea, this is a pretty cool idea though it does seem to be a bit OP.
