As was stated here, the article is from a very unscrupulous and very dubious source. Japan and China have always been fighting over various spits of land in the seas (also Korea), but it is highly​ unlikely that that would be sufficient to start a war.

It's kind of regarded as a bit of a joke - worse than the Daily Mail even. They're known for having headlines like 'SCORCHIO - HEATWAVE PREDICTED FOR OCTOBER' and 'COLDEST OCTOBER EVER, SAY EXPERTS' on adjacent days, and they seem to keep talking about Princess Diana and how she was obviously murdered by the Royal Family, citing someone involved's brother's wife's mother as a source or something.

To put it another way: treat the Express as a hypochondriac conspiracy theorist masquerading as a tabloid newspaper.
