I wanted to make a clip of a video from an hk bootleg, but there's a problem in the audio causing a lag between the video and audio. It says that I should decompress the eintire audio stream into an uncompressed WAV file and recompress with a consistant bit rate encoder ( bitrate 121.1 +/= 16.4 kpbs).

Can this be done with VD, or do I need some other program? And how do I do it?
