Yeah, I definitely think Dragon has eaten a wind logia. Wind is supposed to represent freedom, which is what Dragon stands for, so it would suit is character.

I think the lightning at Logue Town was not his doing, rather a fluke.

Wind also often represents change, something else that Dragon stands for more than anyone else in the whole series. Then there's his green coat. A gust appearing and sending everyone flying conveniently right where he was standing. The wind blast in the Grey Terminal. Baltigo is always windy. Evidence just seems to point more to Air Logia than Weather Paramecia. Only thing really in favor of the latter would be the lightning bolt, but we've seen Nami create and direct lightning with her powers. An Air Logia could easily move clouds around and whatnot so I don't see that as something implausible.

But seriously does anyone think Urouge has a devil fruit? I've heard theories of a Karma fruit of some sort, but honestly have super strength as a super power in a world where 90% of people have it naturally is awful. Hopefully there's more to it if he has one.

I think I read somewhere that on the last databook (Ocean Blue, or something like that) it was hinted that his fruit power was the ability to convert damage in strength (represented by his muscles growing at an absurd speed).

Oh yeah now to have an actual animal that is strictly an aquatic animal would be ridiculous, the person I was arguing against mentioned a penguin Zoan, I'm not sure if that's really plausible seeing as how penguins are at their best in the water however if the creature who eats the penguin fruit has a unique body like Smiley, Lasso, or Funkfreed then I could see it otherwise no.

On a side note Kinemon is not a Zoan, because like I said each time a person is revealed to have a fruit, if it is a Zoan they'll transform, there's no disproving that.

The fact that the Penguin body could kick is the only relevant one here. A guy could eat a Penguin Zoan DF and train in its animal form through kicking, or slapping, or even pecking.

I guess, also its not guaranteed that this have to transform fully seeing as how partially transformation is becoming more common, and the penguin is most liking going to be 3tines the size of a normal penguin,so I agree. Also belly sliding as means of movement would be cool.
